The Rajasthan Regional Transport Office (RTO) is responsible for managing vehicle registration, issuing driving licences, collecting road taxes, and enforcing transport regulations across the state. Operating under the Transport Department of Rajasthan, RTOs play a vital role in maintaining road safety, keeping vehicle records up to date, and ensuring compliance with motor vehicle laws.
Rajasthan RTOs also provide a wide range of citizen services, including vehicle ownership transfers, permit issuance, fitness certificate renewals, and driving tests. With the availability of online services, residents can conveniently access facilities such as licence applications, vehicle-related inquiries, tax payments, and appointment bookings, making transport-related processes faster and more efficient.
Every Regional Transport Office in Rajasthan is assigned a unique code that forms the first part of a vehicle's registration number. These codes help identify the district or RJ RTO where a vehicle is registered. The Rajasthan RTO code list is useful for vehicle verification, registration-related processes, and understanding the origin of a vehicle within the state.

The Rajasthan RTO serves as the backbone of the state's transport administration, ensuring that vehicles, drivers, and transport operators comply with the provisions of the Motor Vehicles Act. Beyond issuing documents, the department plays a key role in maintaining road safety, regulating transportation services, and keeping vehicle records updated across Rajasthan.
One of the primary functions of the Rajasthan RTO is registering new vehicles and issuing registration certificates (RCs). Whether it is a two-wheeler, private car, commercial vehicle, or transport vehicle, every vehicle must be registered before it can legally operate on public roads.
The Rajasthan RTO conducts driving tests, issues learner's licences and permanent driving licences, and processes licence renewals. It also handles licence upgrades, duplicate licences, and endorsements for different vehicle categories.
RTO offices collect road tax, registration charges, permit fees, and other transport-related levies. These funds contribute to the development and maintenance of transport infrastructure within the state.
Commercial vehicles require permits to operate legally. The Rajasthan RTO issues and regulates permits for goods carriers, passenger vehicles, tourist vehicles, school buses, and other transport services.
When a vehicle is sold or transferred, the Rajasthan RTO updates ownership records to ensure that the new owner's details are accurately reflected in the registration database.
Transport and commercial vehicles must undergo periodic inspections to confirm their roadworthiness. RTO offices issue fitness certificates after verifying that vehicles meet prescribed safety and environmental standards.
A crucial function of Rajasthan RTO is monitoring compliance with traffic and transport regulations. The department works alongside enforcement agencies to ensure safer roads through inspections, audits, and regulatory oversight.
The Rajasthan RTO supports environmental protection efforts by ensuring vehicles comply with emission norms and possess valid Pollution Under Control (PUC) certificates as required by law.
The department maintains a centralised database of registered vehicles, driving licences, permits, and transport-related records. This helps streamline verification, enforcement, and citizen services.
The Rajasthan RTO also facilitates services such as issuing No Objection Certificates (NOCs), granting international driving permits, processing duplicate registration certificates, and updating vehicle-related information when required.
Vehicle registration is a mandatory requirement for all motor vehicles operating in Rajasthan. The Rajasthan Transport Department issues both temporary and permanent registrations to ensure vehicles are legally recognised and comply with state transport regulations.
A temporary registration is generally issued by the dealer and is valid for one month, allowing the vehicle owner to legally use the vehicle until permanent registration is completed.
A permanent registration is issued by the concerned Rajasthan RTO after document verification, payment of taxes and fees, and vehicle inspection. The vehicle is then allotted a unique registration number and Registration Certificate (RC).
Vehicle owners must apply for permanent registration with the concerned Rajasthan RTO within the validity period of the temporary registration. The registration process involves document submission, tax payment, fee payment, and vehicle inspection by the registering authority.
Submit Form 20 (Application for Registration of a Motor Vehicle) to the concerned Rajasthan RTO along with supporting documents such as Form 21 (Sale Certificate), Form 22 (Road Worthiness Certificate), valid motor insurance, address proof, PAN card or Form 60/61, vehicle invoice, passport-size photographs, temporary registration certificate (if applicable), and any other documents prescribed by the Transport Department.
Pay the applicable registration fee as prescribed under the Central Motor Vehicles Rules.
Pay the applicable motor vehicle tax under the Rajasthan Motor Vehicles Taxation Act.
Present the vehicle before the RTO for physical inspection by the authorised inspecting officer.
The RTO verifies the application, supporting documents, tax payment, and vehicle details.
Upon successful verification and inspection, the Rajasthan RTO assigns a permanent registration number and issues the Registration Certificate (RC).
The Registration Certificate must be renewed after the expiry of its validity period. The renewal process ensures that the vehicle continues to meet legal and roadworthiness requirements prescribed by the Rajasthan Transport Department.
Submit Form 25 (Application for Renewal of Registration Certificate) to the concerned Rajasthan RTO along with the original RC, valid motor insurance policy, Pollution Under Control (PUC) certificate, proof of road tax payment, identity and address proof, fitness certificate (where applicable), and the prescribed renewal fee.
Pay the applicable RC renewal charges and any outstanding taxes, if required.
Present the vehicle for inspection by the designated RTO authority.
The RTO verifies the vehicle's condition, submitted documents, and compliance with applicable regulations.
After successful verification and inspection, the Registration Certificate is renewed and updated in the transport department records.
The transfer of vehicle ownership is required whenever a registered vehicle is sold, purchased, inherited, or otherwise transferred to another person. The process ensures that the Registration Certificate (RC) reflects the details of the new owner and that all future legal liabilities, taxes, and responsibilities are transferred accordingly. In Rajasthan, ownership transfer applications are processed by the concerned Registering Authority (RTO) using the prescribed forms under the Motor Vehicles Act and Central Motor Vehicles Rules.
Submit Form 29 (Notice of Transfer of Ownership) and Form 30 (Application for Intimation and Transfer of Ownership) to the concerned Rajasthan RTO.
Submit the required documents, including duly filled Forms 29 and 30, original Registration Certificate (RC), valid motor insurance certificate, valid Pollution Under Control (PUC) certificate, address proof and identity proof of the purchaser, passport-size photographs, prescribed fee receipt, and financier's consent/NOC in cases where the vehicle is subject to a hire-purchase, lease, or hypothecation agreement.
Pay the applicable ownership transfer fee as prescribed by the transport authorities.
The Registering Authority verifies the application, supporting documents, and ownership details.
Where required by the registering authority, the vehicle may be produced for inspection and verification.
After successful verification, the ownership details are updated in the registration records, and a revised Registration Certificate is issued in the name of the new owner.
Form 29 serves as the official notice of transfer from the existing owner to the registering authority.
Form 30 is used to record and process the transfer of ownership in favour of the purchaser.
If the vehicle is financed through a hire-purchase, lease, or hypothecation agreement, the financier's approval may be required before the transfer can be recorded.
The ownership transfer should be completed promptly after the sale to avoid future disputes relating to traffic violations, taxes, insurance claims, or legal liabilities associated with the vehicle.
The registration charges in Rajasthan are prescribed under Rule 81 of the Central Motor Vehicles Rules, 1989 and are collected by the Rajasthan Transport Department at the time of vehicle registration. These charges are separate from road tax, smart card fees, hypothecation charges, and any fees for fancy registration numbers. The applicable fee depends on the category of vehicle being registered.

The Regional Transport Office (RTO) in Rajasthan is responsible for vehicle registration, issuance of driving licences, collection of road tax, grant of permits, enforcement of transport regulations, and maintenance of vehicle and driver records across the state.
Vehicle registration provides a unique registration number to a vehicle and establishes legal ownership. It is mandatory for all motor vehicles operating on public roads in Rajasthan.
Most Rajasthan RTO offices operate from Monday to Friday during standard government office hours. However, working hours may vary by office and government notifications. It is advisable to verify timings with the concerned RTO before visiting.
You can apply for a learner's licence or driving licence online through the Parivahan Sewa portal or by visiting the concerned Rajasthan RTO. The process involves application submission, document verification, fee payment, and a driving test where applicable.
Rajasthan has multiple Regional Transport Offices (RTOs), District Transport Offices (DTOs), and Additional RTOs operating across the state. Each office is identified by a unique RJ registration code.
You can find the nearest RTO office through the Rajasthan Transport Department website by referring to the Rajasthan RTO code list or district-wise office directory.
Failure to pay road tax may attract penalties, interest charges, and other actions as prescribed under the Rajasthan Motor Vehicles Taxation Act, 1951. The exact penalty depends on the vehicle category and duration of default.
Hypothecation endorsement is the recording of a vehicle loan agreement in the Registration Certificate (RC). Vehicle owners must submit the prescribed application and supporting documents to the Rajasthan RTO to add the financier's details to the RC.
After repaying the vehicle loan, the owner must submit the prescribed application, original RC, financier's NOC, and other required documents to the Rajasthan RTO. Upon verification, the hypothecation entry is removed from the RC.
You can track the status of your High-Security Registration Plate (HSRP) through the authorised HSRP service provider's portal using your vehicle registration number and order details.
